International Committee of the Red Cross Accompanies Hamas in Search for Remains of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) stated that its personnel joined Hamas officials into zones of Gaza still under Israeli military control to facilitate the search for the remains of individuals held captive.

Ceasefire Terms and Hostage Bodies Return

As part of the US-brokered ceasefire, which took effect on 10 October, Hamas is obligated to return the bodies of all captives promptly. In exchange, Israel has agreed to hand over 15 Palestinian bodies for each Israeli.

Hamas has so far returned the remains of 15 of those held captive but zero in the last five days, as a portion of those remains are thought to be in areas past the ceasefire boundary designating Gaza’s ceasefire.

ICRC Role as Neutral Intermediary

“Upon the appeal of the involved sides, the Red Cross accompanied a participant in the hostilities as the group searched for the bodies of the deceased beyond the IDF-designated ‘yellow boundary’,” said a spokesperson for the organization.

The spokesperson continued: “The parties to the hostilities determined the modalities of the mission and entrusted the Red Cross to act as a impartial mediator. We was had no part in those negotiations.”

She additionally clarified: “The ICRC was not involved in the search for the deceased nor does it take part in the retrieval of remains.”

International Humanitarian Law and Duties

Under international humanitarian law, it is the responsibility of the sides involved in a hostilities to search for, gather, and recover the bodies of the deceased.

American Demand and Local Recovery Operations

On Saturday, the American leader delivered a two-day demand to the militant group. “They is going to have to begin returning the bodies of the deceased hostages, which include two Americans, quickly, or the additional nations participating in this significant truce will intervene,” he wrote on his online channel.

As the two-day window neared, Hamas, joined by the Red Cross, teamed up with Egyptian teams, who were authorised by Israeli authorities to search for bodies past the boundary indicating the withdrawal of troops inside the territory. An official representative said the Egyptian team would use excavator machines and vehicles in the search.

Official Confirmation and Press Coverage

The news was corroborated by an unnamed Israeli official, who told Hebrew-language media that members of the group had been allowed to enter areas of Gaza under military authority to look for the bodies of hostages, alongside Egyptian and ICRC personnel.

“To achieve this goal, representatives were allowed to cross the designated boundary,” the source was quoted as stating.

Video released by a regional network seemed to show members of a specialized group – part of the group’s military wing responsible for holding captives – accompanying a humanitarian transport in a specific location near a southern city, which lies outside IDF jurisdiction.

Difficulties in Locating Captive Bodies

Efforts to locate for the remains of Israeli hostages has become one of the most sensitive matters in the ceasefire agreed between the parties. However, the effort to find the remains has proved difficult from the beginning, given the existence of an approximate 60m tonnes of rubble across the territory, where, as per health officials, at least ten thousand Palestinians are recorded as unaccounted for, buried under the debris.

Conflicting Claims on Body Whereabouts

The group has stated it does not know the exact whereabouts of all the bodies, saying it has been unable to communicate with several of its units that had been holding the hostages and were allegedly eliminated during military strikes.

In contrast, an Israeli government spokesperson claimed that Hamas was aware of the whereabouts of the remains. “If Hamas exerted greater effort, they would be able to recover the remains of our hostages,” the spokesperson said.

American Position and Weapons Surrender Discussions

While the American leader has acknowledged that some of the bodies are difficult to access, he said that “the rest they can hand over immediately and, for some reason, they are failing to do so.”

“It may have to do with the surrender of weapons of Hamas,” he added.

Washington has said it has obtained guarantees from the organization that the group will surrender its arms, though no specific schedule has been set. They remains reluctant to surrender its arms without solid assurances about the future of its fighters.
